Election of Chairman and Vice-Chairman
Councillor Mike Penny was once again voted in as the Parish Chairman, Councillor Steve Clark was voted in as Vice-Chairman.

Community Speed Watch
The Parish Clerk is trying to arrange a joint meeting with other members of the Bourne Forum in which Inspector Bartlett of the local constabulary will train people in the use of the Police mobile Speed Indicator Device (SID).

Local Development
Some time ago the Parish Council were approached by a person representing the now derelict, Broad Road and Havenwood Nurseries. The proposal is to re-develop this site and the Parish Council were asked to respond indicating what type of development they felt would best fit in with a rural village and community. Discussions took place and it was agreed that a small amount of affordable housing with small commercial units would be the best option for this site. It was also pointed out that serious consideration should be given to any increase in traffic around the village. A letter was drafted, by the Chairman, reflecting the Council's views and sent.

Mr. Jag Grewal, the managing director of LRH-Homes addressed the council on the matter of the development at Summertons Care home, and also the proposed development at Estrella Care home, both on Main Road . Mr. Grewal explained that his company was in the process of purchasing Estrella Care Home and the plan is to combine both facilities into one. Suggestions for the name of the combined care home was sought and the Council suggested the name of Cutmill or Chidham.

Chichester District Council have written to a wide range of land owners, developers, agents and local Parish Councils asking for recommendations of land that could be developed as part of the Chichester District Strategic Housing Land Availability Assessment . This study is required by Government planning policy and will assist the Council in the work to prepare the Local Development Framework (LDF). This LDF will provide the District Council's part of the framework for housing and other development across the District over the period to 2026. The Council considered this request and decided that it would not be suitable for the Parish Council to make any recommendations for possible development areas within the Parish.

The decision on the Bio-Diesel application from the Grain Store on Priors Leaze lane has been deferred by the District Council and will now happen at the end of May.

The creation of a cycle lane along the A259 between Southbourne and Bosham is due to commence work in August. The Parish Councils of Chidham and Southbourne are both keen to speak with highways in regard to this to clarify several points before the work gets underway.

Other Business
One of the bus shelters on Main Road requires it's roof repairing. Councillor Cooper has volunteered to look at this.

Concerns about the sea wall on Chidham Lane next to the catch pond were voiced at the Parish AGM. Councillor Archer has agreed to investigate this.

A complaint was also received at the AGM with regards to cars parking on the pavement along Main Road . Councillor Wilkinson has agreed to liaise with the local PCSO to try and resolve this problem.

A part of the fence along Hampstead Meadow is broken, Councillor Steve Clark agreed to look at this.

Welcome and Introduction
A very good turn out of around fifty parish residents attended the 2008 Chidham Parish AGM. The AGM was chaired by the vice-chairman, Steve Clark. He started the meeting by introducing the Parish Council and Parish Clerk, the guest speaker, Mrs. Shona Archer and District Councillor, Myles Cullen. Apologies were received from County Councillor Mark Dunn and Chidham Parish Council Chairman Mike Penny. Thanks were extended to the Parish Chairman and the Parish Clerk for their hard work and efforts over the last twelve months.
The minutes from previous AGM were confirmed and agreed with no matters arising.

Chairman's Report
Councillor Steve Clark gave the Chairman's report and summarised the previous twelve months in the Parish. The increase in this year's precept due to the pedestrian crossing on main road and the plans for the new village hall was explained. The Chairman spoke of some of the other work the Parish Council had been involved in which included receiving over sixty planning applications, publishing the Parish news letter, supporting the village web site, the on-going efforts to improve road safety including the plan to provide a pedestrian crossing along Main Road, responding to residents concerns, in particular the applications for bio-diesel production at the grain store and the development of land along Newells Lane, and environmental issues such as organised litter picking and bike posts at bus shelters.

The Chairman mentioned the vacancy for a Parish Councillor and invited local residents to attend the Parish meetings which happen on the first Thursday of each month in the village hall.

Planning Applications and Planning Enforcement
The guest speaker at the meeting was Mrs. Shona Archer, the Enforcement Manager in the Planning and Applications and Planning Enforcement Department at Chichester District Council. Mrs. Archer gave an interesting and informative talk about the role of an enforcement officer within the district. Over 3200 planning applications are received every year and last year saw 581 complaints.
Mrs. Archer explained that unauthorised development is not an offence with the application laws allowing for this in the form of retrospective planning applications. Developments that would be classed as an offence would be unauthorised modifications to listed buildings or alterations to a tree that has a Tree Protection Order upon it.
Mrs. Archer finished her talk and took several questions from the meeting which included questions on permitted development in AONB, migrant and seasonal workers in caravans and storage of scrap materials on sites.

The New Village Centre
Councillor Cliff Archer briefed the meeting on the diary of events for the New Village Centre. He explained the original concept of the Village Centre evolving from the Parish Plan in 2005 up to the unfortunate negative result in the bid for a lottery grant in December of 2007. Finally Mr. Archer explained that the working group still works towards a new village centre despite the lottery grant setback.

Road Safety
Councillor Steve Clark spoke on road safety in the Parish and explained the measures that were being taken to both reduce speed and increase safety. In the past twelve months various initiatives have taken place including local commitments to reduce speed, a visit from SID (Speed Indicator Device) to Broad Road resulting in the alarming statistic of more than 60% of cars exceeding the speed limit, the intention to plant extra trees along broad road to try and reduce the impression of an open space and the joining of forces with Southbourne Parish Council to try and reduce the speed along Main road.

District Councillor
Mr. Myles Cullen, the District Councillor for Chidham, spoke about the 3.5% increase in council tax and explained the reasons behind this increase, which included central Government passing down more responsibilities to local councils without always supplying adequate funding. He mentioned that since the last elections 50% of all district councillors are new to their posts. On the subject of free bus passes for pensioners, Mr. Cullen explained that the scheme would commence at 9.30am each morning due to cost and that it is possible the district council may need to top up the funding for this. There is no new news on the future of St. Richards and the district council do not believe that centralised ‘mega' surgeries work in rural areas. It was explained that after the council spent £500,000 developing the Local Development Framework (LDF) the government scrapped it and they have to start again which will include approaching local councils to ask where they believe development can take place.

Open Forum
The Chairman opened the meeting to questions and several topics and subjects were talked about. Items raised were; speeding and road safety and which roads were deemed as priorities, concerns were also expressed about speeding in Priors Leaze Lane; the flood banks around Chidham and in particular who owns or accepts responsibility for the sea wall next to the catch pond; the potential closure of Marlpit Lane refuse facility; a timescale for the pedestrian crossing on Main Road; the SAAB garage parking cars on the pavement.

The Chairman closed the meeting by thanking everyone who had attended and inviting anyone interested in helping out in the Parish to either apply to fill the vacant position of parish councillor, or attend the monthly meetings. The closing statement from the Chairman was that this would be the last Chidham Parish Council AGM, from next year residents would be attending the Chidham and Hambrook Parish Council AGM.

District Councillors

Chidham's two district councillors, Myles Cullen and David Myers, attended the April meeting. It was reported that the County Councillor for our area, Mark Dunn, had been made Chairman of the County and consequently his portfolio and responsibility for our parish at a county level would be handed to somebody else, as yet there is no news on who would fill this position.
Police Community Support Officer
The local police community support officer, Bruce Ives, gave a rundown on the last three months incidents in the Parish of Chidham. Overall there were twenty-two episodes including one burglary and three incidents relating to Jodie the Beagle eating the drugs. Bruce also informed us that speed sign indicators would be used in Chidham Lane and on the A259 in the coming months. It was also mentioned that plastic bollards were to be located on the grass verge near the school to stop people parking there.
Community Speed Watch
At the previous Parish meeting a decision had been taken to share the cost with other local parish councils of purchasing a Speed Indicator Device (SID). The SID units cost £2,000 each and it was agreed by the Parish Council that the £400 already budgeted for in the precept for the hire of a SID device for two days, would instead be put towards purchasing a unit. This meant that four other Parish councils would also need to agree to put forward the same amount. Unfortunately at a meeting of the Bourne Forum only three Parish councils (including Chidham) would commit to this proposal. All is not lost though as our two district councillors did state that they would try and garner support for this idea at the other Parish councils they represent and also within the District council.
Southbourne Parish council are to join forces with Chidham Parish council in an attempt to have the speed limit on the A259 through the two villages reviewed.
The council chairman, Mike Penny, asked Steve Clark to assess whether there is room for a pavement on Priors Leaze Lane .
Christian Youth Enterprises Sailing Centre
Gavin Jones of the Christian Youth Enterprises addressed the Parish council on the subject of The Gerald Daniel, a wooden ex Royal Navy ‘Ham Class' minesweeper which is nearing the end of its life as a place of accommodation for the many children and young people who visit the centre at Cobnor. It was explained that a ‘Dutch Barge' style vessel has been located as a replacement for the Gerald Daniel and that consultation with the harbourmaster, Cobnor estate and Friends of Chichester Harbour is already underway. Gavin wanted to draw the Parish Council's attention to this project as a planning submission for the new vessel would be circulated in the coming months.
Other Business  
The Parish Council agreed to become a Group Member of the Friends of Chichester Harbour at a cost of £25, it was also agreed that a further donation of £25 would be sent in recognition of the excellent work the association and its volunteers carry out around the harbour.
Vacancy
After the resignation of Councillor Mike Gladwin from the Parish council last month a vacancy now exists for a new person to fill role. Unfortunately no-one has come forward to volunteer and the position still remains unfilled. CHIDHAM PARISH COUNCIL - December meeting headlines-
•  The December news letter will be delayed pending the outcome of the Big Lottery funding application for the new village centre due this month.

•  Thanks were minuted to the retiring vice chairman Robin Yeld for all the hard work he has put in over the years. Robin will continue as an advisor when available on drainage matters.

•  A new Parish councillor is to be sought along with advertising for tree wardens.

•  A £2000 grant was approved for the village hall committee, pending confirmation of a renovation project. This was felt prudent in order to maximise it's possible sale price. This is an increase from previous year, when £800 has been given.

•  Approval was given to a kill your speed signage scheme for Broad Road and Priors Lease Lane , up to £200. Provided Highways approval was given!

•  A tree planting scheme is to be put forward to WSCC for approval in Broad Road . Highway verges are to be show as areas for improved tree planting in the hope this may lead to reduced speeds as the road will appear to be more enclose.

•  Cliff Archer tabled a proposal to change the councils name to that of Chidham and Hambrook Parish Council.
This is to be debated at the February (Feb 7th) meeting as January will be taken up with financial matters.

•  Next years projects are to include;
-Further investigation into a pedestrian crossing on the A259. A sum will be set aside in the budget and external funding is to be sought.
-Tree planting
-Ditch maintenance
-bird boxes and a link via web cam

August Parish Council Meeting
Despite the summer holiday season a full complement of all 9 councillors were joined by members of the public for the August Parish Council meeting.

Matters Arising
Cllr. Clark reported that despite the dead line for the Broad Road Street Light survey having past, more returns had been received-they would not have altered the result!

There was representation from Mr Hyde, 2 Manor Farm Cottages. The council were minded to review the application as a group following the meeting.

An update was given by Cllr Archer along the lines of that published in the News letter.

AOB
- Complaints following the recent Chidfest were reported.
Cllr. Yeld reported on behalf of the organisers, admitting errors were made and unreserved apologies have been offered.
- Ditch clearance from Chidmere pond to the North to be assessed and North of The Avenue in Hambrook. Local land owners will be approached if necessary.
- Pot holes in Hamstead Meadows and Steels Lane to be reported.

Open Forum
The Council were asked for their opinion on the possible change of use of Havenwood and Broad Road Nursery’s to Commercial Development.
If applied for and approved the owners would contribute 10% of the sale to village projects.
The Chairman suggested consultation with our District councillor Mr. Cullen and local residents before offering an opinion.


ANNUAL PARISH MEETING - Report
26/4/2007
Following a welcoming glass of wine and a quick rush to spread out more chairs in the packed village hall, Michael Penny, Chairman of the Parish Council opened the 2007 Annual meeting.
The Chairman's report focused on the election of officers and committee members at the next council meeting and noted the vacancy for co option of one councillor. The increased precept of £20,000 was explained, half of which had been allocated for possible use in funding the new village centre feasibility study.
Planning applications last year amounted to 59 and the planning committee continue to canvas views from neighbouring properties where possible. A recent police report for the parish indicated improvement in all areas except vehicle crime.

Cllr Mike Penny
The Council continue with its support of the popular children's play area in Broad road via insurances and the issue of Marshalls short term future was assured despite current rumours.
The council will continue next year to publish the quarterly magazine and report via the village web site.
Village Centre
Councillor Cliff Archer reported on the new village centre feasibility study and shared his vision that in three years time the meeting would be held in a new multi purpose village centre on an enlarged site at St. Wilfrid's in Broad road. Cliff advised the meeting of a BIG Lottery stage one application this week for a total package costing £1.4 million. Target completion date March 2010.

Councillor Robin Yeld introduced Diana Beale to the meeting to give a presentation by the Chidham and Hambrook Sustainability Network. Diana explained the organisation was born out of the village diary contributions to the web site and was now a Low Impact Village Environmental ( L.I.V.E. ) project. The aim, to reduce our carbon footprint and help build a greener, healthier, happier community. Maggie Haynes talked about local food production and initiatives with the school as well as the Ashton Hayes Going Carbon Neutral Project : see the web site for details.

Diana Beale
Councillor Steve Clark brought the meeting up to speed with the ongoing road safety campaign. He thanked Carole Hasket of Broad Road for her endeavours to get a visit from the WSCC SID (speed indicator device). This will be coming to an area near you soon! Bob Reed from Priors Leaze will also be assisting with the commitment leaflets and a poster campaign. County Councillor Mark Dunn noted evidence shows speeding is generally a local issue emphasising the need to continue with the commitment campaign.

Steve also reported on the village web site's year. A year of organising, promoting and reporting village events. The site has good visibility in the community and wider a field! The Church and Village pages are particularly well visited. It was suggested this was due to regular turn over of news and the wonderful pictures contributed by the teams involved. E mails sent to the site have resulted in the recent youth football match at Bosham, and the year ahead will feature village cricket and possibly a web cam on the school sports hall over looking the Bosham channel. Steve requested input from the community into a village calendar planned for October this year, to reflect village life, environment, nature and events.
Mrs. Caroline Davis spoke about the launch of FINCH (Friends in Chidham, Nutbourne and Hambrook) in March of this year. She outlined the philosophy of friendship, help and support. All calls to the dedicated help line, 07775 942399, are followed up as soon as possible. People in need have started to use the service including Citizens Advice.

District Councillor Miles Cullen commended the parish for it's sense of community and volunteer involvement. He said the main issues at District this year had been St. Richards, Housing (the Local Development Framework) and a push to obtain funding from central government to protect the coast line. Local issues included fly tipping and illegal development ( Newells Lane and Hambrook Holiday Park were given as examples).
County Councillor Mark Dunn praised the workings of the parish and applauded the Environmental initiatives coming out of the sustainability Network. Mark reported all studies tend to show speeding is usually shown to be by local people and suggested a link on the web site to report offenders could by a positive step. Question time followed. - David Myers from District promised to look into a green dog mess bin on the Cutt Mill footpath. The Chairman closed the meeting with thanks to the Clerk, Barry Mann, for his invaluable help this year.

Parish Council Meeting report - Jan 2007

The January Parish Council Meeting was attended by our District and County Council representatives.

New Councillor
Chidham Parish Council would like to welcome Mrs Linda Wilkinson as a new co-opted member. Linda lives in Chidham Lane and is membership secretary for the Chichester Canal Trust. She was recently involved in the Chidham Parish Plan process and fills one of the two vacancies the council have had for some time.

The following notes are a brief résumé of the main topics discussed.

Mark Dunn informed the council of the Governments reduction in real terms to the annual District grant, and commented on the recent ‘excellent' Ofsted report received by the Bourne Community College .

Miles Cullen provided an update on the Local Development Framework core strategy which was examined during November/December, and stated an extra day had to be allocated to discuss further issues on the 14 th January. The Parish Council is to be provided with a briefing on the Delivering Development Opportunities section of the LDF on the 25 th January, where comments will be invited on specific development sites in our area.

The Parish Precept
The 2007/2008 precept was discussed at length and voted on. Parishioners are to expect an increase to fund projects outlined within the Parish Plan. Details will be sent to all households via the next news letter due out at the end of this month.

The news letter will also include articles on;

  • Environmental initiatives due for delivery this year
  • Parish Plan update and the launch of a new organisation in the villages FINCH. Friends in Nutbourne, Chidham and Hambrook.
  • Young Drivers Skills Initiative.
  • A report from the Village Hall Feasibility Working Group.
  Planning matters discussed at length included;
  • The Avenue-The PC Chairman is to represent the councils views at next weeks planning meeting at the District offices.
  • Hambrook Holliday Camp: - Our District Councillor informed the meeting of recent developments, with 24 enforcement notices issued in respect of unlawful occupations.
  • Newels Lane - enforcement notices have recently been followed through with the removal of hard standings monitored by District Council Officers.

  • A survey is to be carried out in the next few weeks in conjunction with the RSPB to establish the best sites for bird boxes within the parish-possibly to include provision for Owls.

Parish Council Meeting report - Oct 2006
The October parish council meeting was attended by District Councillor Miles Cullen, who gave an update on the LDF, and several members of the public.

Matters arising from the September meeting included the Clerk reporting back on the content of previous planning applications relating to the Priors Leaze grain silo site, and it was decided to request District to investigate a possible breach with regard to the storage of aggregate. He is also to express concern over increased traffic movements and parishioners concerns about speeding of the heavy goods vehicles.

A lengthy discussion, opened up to the public, took place over a recent planning application in Newells Lane. The planning committee are to circulate the application in the coming weeks for comment back to District. The application in full can be viewed and commented upon via links on this site.
Correspondence had been received concerning inconsiderate parking adjacent to the school and a number of options are to be investigated. Initially the school are to be copied the letter.

Approval was given for the hire of a speed reactive sign for use in Broad Road as a follow up to the 'commitment' campaign. The hope is to gather data on the volume of offenders to test residents perceived concerns with regard to traffic speed and to reinforce the councils arguments to the Highways department for measures to slow traffic in this area.

An update was given on the Parish Plan actions ahead of next weeks review meeting.

Annual Chidham Parish Meeting
Chairman Mike Penny welcomed a small audience to the Annual Parish Meeting on the 27 th of April, this despite a growing number of parishioners this year attending the monthly council meeting.

The opening report by Mr. Penny included a vote of thanks to Cllr. Hoskins, stepping down to concentrate on her school activities, and a plea for applications to the two vacancies to be filled. Representation is particularly short in Hambrook north of the railway line.

The Council continues to have representation on many of the parish organisations and attends the quarterly Bournes forum as well as the District Councils annual meeting of parish councils.

A number of initiatives from the Parish Plan were commended;

Cllr. Gladwin thanked locals who turned out for recent village litter pick, and noted more days will be advertised to registered volunteers and villagers in general.

The Web Site team were thanked for their efforts, in particular Stephen Johnson for the time and hard work spent reporting and supporting village organisations.

Cllr. James continues to produce the Parish Newsletter, but it was noted more volunteers are required to lighten the load with the quarterly distribution.

The £1000 increase in the precept will support expectation brought about by the plan, including assisting in a village centre feasibility study which is now under way.

It was reported that the Dell project is now virtually complete. The project for use by the whole community is a valuable asset with a 5 year plan backed by the Harbour Conservancy.

Finally the Chairman thanked all who helped make the Railway Fun Day a real community event, at the same time raising over £1000 for village initiatives and organisations.
This years guest speaker was Mr.Austin Wade, Rural Housing Enabler, Chichester District Council, responsible for the provision of up to 25 affordable homes per year.
Mr. Wade started his presentation by commending councillors on their decision to undertake a housing needs survey in the parish. 23 people, with a local connection, are currently registered with a housing need and the D.C. feel there is mileage in exploring this further. All the parish will be surveyed. The types of accommodation were explained along with the selection criteria to ensure a local connection.

Councillors raised concern over the ‘right to buy’ protection to ensure a lasting asset to the area and about raising expectations where demand will almost certainly outstrip supply. Key will be to seek support for a small development as well as identifying a suitable site at the correct price!

It was noted that, despite current Government pressure, the parish of Chidham is not required to provide any additional housing at present.
Following a break, where guests were encouraged to refresh their glasses, Cllr. Archer presented an update on actions from the Parish Plan published since the last Annual meeting. There is to be a formal review in September, and it was noted earlier in the Chairman’s report that the Chidham Plan is now being used as a model in other areas! The updated Summary of Progress with Implementations is available on the Parish Plan pages of the web site.

The meeting was closed by the Chairman with thanks to the councillors for their help and support over the previous year.



The January Parish Council Meeting
was attended by the new District Council Rural Housing Enabler, Mr. A. Wade.

In response to information sent to his office obtained via the Parish Plan, he advised of the need for increased affordable housing though out the region. In Chidham we currently have 23 registered in need.

  • 5, 3 bed
  • 1, 4 bed
Mr. Wade was keen to carry out a parish wide housing needs survey in conjunction with the PC, and this will be followed up by the council on receipt of further information. The Parish Council enquired about homes for local people only, in perpetuity, and it would seem this is a possibility if a number of criteria are met. The PC will continue to liaise with Mr. Wade in pursuit of Action Points 1 & 2 of the Parish Plan but are also mindful that about half of respondents to the plan want no further development. A number of correspondents were received in January via the Parish Clerk, and these are below for your information.

Parish Budget For Year 2006/07  


At the January Parish Council meeting Councillors approved a precept of £13,000 for the coming financial year. This is an increase over the current year but the PC decided that it was well justified in view of the parishioners expectations reflected in the Parish Plan.
A major new expenditure was to set aside £1,000 for a feasibility study into the provision of a new village hall. It is intended that the allocation would only be spent by a properly constituted sub-committee, independent from, but approved by, the Parish Council. Volunteers are required for this important project, please contact any parish councillor.
Further funding has been allocated for land drainage, next year our aim is to improve the ditch from the Dell (our new conservation area) out to the harbour. It was decided that there would be no allocation for preservation work at East Head. However should there be an emergency the PC would consider a special one-off grant.
Continuing support will also be given to the village web site and the village directory.
These matters are open for discussion at the Annual General Meeting in the spring: please come.

POLICE IN FORCE AT PARISH COUNCIL MEETING

The September meeting of the Parish Council was attended by Inspector Kim Hudson and Community Police Constable Paul Bryant.
P.C. Bryant was introduced, as one half of the P.C.S.O. covering our area, and he sees his roles as,

1 - the visible side of policing (keep an eye out for him on his bike as he moves through the villages)

2 - our 'on the ground' officer dealing with low level crime

3 - a link with the community, via for example the parish council, the web site etc..

4 - the forces eyes and ears in the community

Your parish council raised a number of issues with the officers


Speeding

We are in a low risk area for police speed monitoring
Red are areas where death has occurred
Amber is accident black spots
Green are low risk i.e. Chidham


The onus falls mainly on the community to action speed crime in these areas and the officers endorsed the ‘commitment’ campaign and discussed the ‘speed watch’ programme – we are able to purchase a speed gun and receive training if we feel the need.

 
Anti-social behaviour
The P.C.S.O. was made aware of your concerns regarding a number of sites and P.C. Bryant will continue to monitor them, however he can respond quicker when a prompt complaint is made via the help line 0845 6070999. A number of orders are currently being placed on motor cycle riders, but continued reporting is required if seizure is to occur as a points system is used.

Level of Policing
We are low on the pecking order.
Crime figures are falling, about 26 last year, mainly domestic, with a high conviction rate and the trend is falling. Parish wardens were discussed, and should the need arise the costs of these can be shared with other councils in the area, but are only of use for non-criminal matters such as visiting the elderly, rubbish tipping etc..


The officers assured the community that we are not being overlooked and that they are aware of our issues. We thank them for their attendance and look forward to a return visit soon.

It is hoped the Police will use the web site to communicate and update the community on a regular basis.

Brakes applied to speeding campaign

This campaign aims to:
  • Encourage drivers to make a personal commitment to keep within the speed limit
  • raise awareness of the dangers of speeding, not only to drivers and their passengers, but to all road users
  • involve the community in speed reduction
  • improve the environment of local communities by reducing danger and nuisance to other road users
  • make speeding as socially unacceptable as drink driving has become.

Such has been the take up to ‘The Commitment’, West Sussex Road Safety Unit have run out of leaflets!

Whilst awaiting a reprint the team of volunteers are having a well earned rest and taking stock. We have had a great response ‘door stepping’, most of Broad Road has been covered with 50+ responses, and Scant Road West produced 30+ signatures.

We are only halfway down Chidham Lane but already have 40+ forms, Cot Lane and the Main Road are also in progress.

Marshalls have handed back an initial 20 completed forms, and we thank them for their efforts. In the near future Chidham School will be using the campaign as part of their traffic plan.

The success of the campaign depends on you. Making ‘The Commitment’ means that you will try to drive within the speed limit at all times.
