When and where?
Southbourne Parish Council meets on the second Tuesday of each month. Its meetings are at 7.30pm in the meeting room at St John's church. Once the minutes of the previous meeting have been agreed a county councillor or district councillor will say a few words before the session is handed over to members of the public who may wish to add something. The Parish Council then returns to its previously agreed agenda. If you live in the Southbourne parish (that's west of Broad Road and Cot Lane ) then the Council would be please to hear from you.

Southbourne had a brilliantly successful fete on Saturday that included the TS Unity Band from Emsworth, Aziza Egyptian Dance Group and a companion dog show organised by 'Dial-a-dog-wash.
Saturday June 19th Southbourne Sussex day Fete
On Saturday 19th June Southbourne parish will be holding its second Sussex Day fete. Organised by the parish council, we would like to extend an invitation to those in Chidham, Hambrook & Nutbourne to share that day with us. You might like to come along and enjoy the entertainment or peruse the many stalls that will be there. It's will be a real local family day out with train rides for children, home made cake stalls, cream teas, garden plants, music and competitions. We even have two arenas, one of which will be dedicated to an all-afternoon ‘companion' dog show. In other words, its for family pets with competitions for the cutest dog and the dog with the waggiest tail.

We would also encourage local charities and societies in Chidham, Hambrook & Nutbourne to take a pitch. The occasion could be used to help support diminished funds or raising of profiles in the area. Either way, we in Southbourne would welcome your involvement.
The fete is on 19 June from 12.30 to 5pm and will be held at the Park Road Recreation Ground (next to the Bourne School) and entrance is free. To participate in the event either contact me direct or email our parish clerk: Southbourne.parishcouncil@virgin.net

Southbourne: a new community policing initiative

Southbourne has now got a Neighbourhood Management Panel – or at least one is in the process of being formed.

Neighbourhood Management Panels are part of a new initiative by our local neighbourhood policing team to draw closer links with the community. The Southbourne panel will meet regularly in the meeting room at St John's Church for the purpose of assessing different priorities and concerns requiring police or partner agency involvement. From this, priorities for policing Southbourne will be established.

For the panel to work, it needs a diverse membership that includes both residents in the area and those from local businesses and community groups.

For the purpose of setting up Southbourne's first Neighbourhood Management Panel I have been elected as temporary chair. If you would like further details of our next meeting or just more information then please contact me.

Biodiversity Action Plan for Southbourne.

Southbourne parish council is looking to put in place a Biodiversity Action Plan for Southbourne.  The idea behind it is that we will be contributing to the encouragement of species survival within the parish which will contribute to the health and well-being of the whole planet.  If species are destroyed, having taken millions of years to evolve, they are lost for ever.

So far, the parish council's action plan includes the encouragement of biodiversity in residential gardens, the mapping of habitats and the encouragement of wildlife projects.  However, to make all this work, we would like to involve the wider community.  Maybe, if you live in Nutbourne, Southbourne, Prinsted or Hermitage you would like to attend a meeting the parish council is holding in the Southbourne Village Hall on Thursday 11 December at 7.30pm .  The meeting should last no longer than an hour.

For furtther details, please contact Philip MacDougall: philip.macdougall@btinternet.com

Nutbourne and Southbourne Matters

Philip MacDougall, a Southbourne parish councillor, reports back on this month's happenings on Southbourne parish council.

Sept 2008: Southbourne Parish Council met on Tuesday 9 September.

A major concern for Southbourne Parish Council (and all parish councils in the Chichester area) is that of the government inspectorate rejecting the Core Strategy Plan. In simple terms, it means that Southbourne's parish plan (as already demonstrated by developments in Fishbourne) is quite worthless. Chidham likewise.

Parish Fete
Next Summer Southbourne Parish Council is looking to organise a parish fete and to be held on the recreation ground. Would you like to participate? If so, come to our meeting at Southbourne Village Hall at 7.30pm on Tuesday 19 September.
Further details from Philip: philip.macdougall@btinternet.com

Among other issues discussed were:

  • The construction of a parish council website.
  • The new parish council information boards in the library at Southbourne.
  • Street lighting. Is there somewhere in Southbourne that desperately needs lighting?
  • New bus shelters on the Main Road to be funded by the council.
  • Improvements to the car park at Prinsted.

15 November is litter picking day!

On Saturday 15 November members of Southbourne Parish Council are hoping to be joined by others in the parish for a general tidy-up campaign. Interested?

April 2008

The Southbourne parish council meeting held in April gave thought to the following issues:

  • Development of a parish council website . This matter to be held over until July when Chichester District Council will be in a position to provide web space and an appropriate design. The scheme, currently being tested by the district council, is to be similar to one already operated by Arun District Council.
  • Celebrating Southbourne Heritage . It was agreed to support activities connected with Heritage Open Days with a means to using heritage to help cement the local community.
  • A village fete . As a further means of fostering the community, thought is to be given to the holding of a summer fete on the recreation ground.
  • Litter picking by St John's church volunteers . This could be now becoming an annual event and one fully supported by the council.
  • Land for development . The planning committee was asked to consider any areas in Southbourne suitable for development and also to determine which lands should not be subject to further development.
Currently there is a vacancy on the council.
If anyone living in the parish (or within a three-mile radius) is interested, then please contact the parish clerk.

March 2008

  • Concern over the cycle path continues to be a major issue. The council is to seek a joint meeting with Chidham parish council over a reduction of the speed limit on the A259 where it runs through Chidham, nutbourne and Southbourne.
  • A vacancy exists on the parish council. Should anyone living within the Southbourne parish be interested they should contact the parish clerk for further details.
  • The biodiversity working group reported back to the council and the following proposals were agreed:
  • Encouraging biodiversity in residential gardens.
    • This to be further publicised through Clippings. A prize of £50 was proposed.
    • Publicise the advantage of an allotment and how they can be obtained.
    • Publicise and encourage recycling in the garden and alternatives to pesticides.
    • Organic gardening tips to go into Clippings.
  • Encouragement of a community wildlife project. It was agreed to seek out models of good practice and look to involve local groups.
    • Organise a school competition.
    • Contact guides, beavers, sea scouts, trefoils and other organisations with suggested ideas.
    • It was also suggested that local organisations might be encouraged to approach RSPB and other environmental organisations for speakers.

February 2008

I would like to concentrate on three issues of concern to those of us living on the Nutbourne/Chidham side of Southbourne.

•  The new cycle path . I'm a bit annoyed about this. Still nothing back from the County Council as to their final plans. I understand that work is to begin in March. We, as a Parish Council, were only given two weeks to consult. As we understand it, the cycle path will probable steer a direct course from the edge of Chidham to the edge of Emsworth and will cost £138,000.

•  A Local Biodiversity Action Plan . The parish council is working on a Local Biodiversity Action Plan. The Plan will include:

•  The encouragement of biodiversity in residential gardens.

•  The mapping habitats.

•  Encouraging community wildlife projects.

To do this, the parish council needs your help. Please contact the parish clerk if you would like more details of the working group and its progress or would like to contribute to the plan in some way.

•  Clippings. The Parish Council agreed that the next Clippings will hit the streets in March. If you don't get a copy by the end of March, then let me know. If you have some news for Clippings , then you might send it to me as well. I only say this as I am the lead member on the council's Clippings editorial team.

On the topic of the planning application for a Biodiesel plant in Priors Leaze Lane, the planning application has been opposed by the Parish Council on the grounds of the access approach road being unsuitable and that it is an industrial enterprise unsuited to a rural area.
